The Commission as outlined will consist of five Official
and five Unofficial Commissioners with the Director of Marine as Chairman, viz:

A Representative of Messrs. Jardine, Matheson
& Co. Ltd.
A Representative of Messrs. Butterfield & Swire
& Co. Ltd.
Mr. S. T. Williamson, representing Williamson
& Co., and Douglas Lapraik & Co.
A Nominee of the British Chamber of Commerco A Nominee of the Chinose Chamber of Commerce

The representative of Messrs. Jardine Matheson & Co. Ltd., to represent Shipping, Importing and Exporting interests together with the Hong Kong & Kowloon Wharf & Godown Co. Ltd.,
The representative of Messrs. Butterfield & Swire & Co. Ltd. to represent Shipping, Importing and Exporting interests, the Taikoo Dock & Engineering Co. Ltd., and other properties and facilities for which they are managers.
Mr. S. T. Williamson to represent other local Shipping, docking and repair interests,
The two nominees of the respective Chambers of Commerce should not in any way be connected with any business undertaking either controlled or directed by rny one of the companies, or associated companies, in which any one of the three above mentioned Commissioners hold executive officc.
5. During the interim period the primary duty of the Commission will be to implement the orders and requirements of the Forces for it is considered that those of experience of the port and its possibilities are best suited to operate existing facilities to maximum capacity and at the same time to effect such temporary measures as are estimated to meet current demands.

6. As the work of rehabilitation proceeds, the Commission will operate and control the following port functions:
(a)
The making of surveys and taking of soundings in the
fairways and approach channels.
(b)
The removal of all obstructions to navigation where
that is possible.
(c)
The provision and upkeep of mooring buoys and all
navigational aids.
(a)
The regulation of ferry services.
(e)
The control of port labour and the supervision of
conditions of employment.
